In order to make muscles grow, you need to use a bodybuilding a program. 
A bodybuilding program is designed to induce hypertrophy in the muscle of the lifter. 

This is achieved by performing high volume, and high frequency workouts. 
Usually this involves exercises that isolate muscles, performed twice a week in a split type program.

When it comes to the compound lifts, they are also performed in high reps but rarely are they done in low rep style sets. 

Since bodybuilding workouts have so much volume and they allow for recovery so this helps maximize muscle growth, low reps aren't necessary to induce hypertrophy. 

However it's not uncommon to find hybrid programs that combine strength or power lifting with bodybuilding.
